Abstract

The researchers conducted a study titled, “Obstacles of Administrative Empowerment among Workers in the General Administration of Youth Welfare at Menoufia University in order to identify the obstacles to administrative empowerment among workers in the General Administration of Youth Welfare at Menoufia University through:

- Identifying administrative obstacles to administrative empowerment among workers in the Youth Welfare Department at Menoufia University.

- Identifying the technical obstacles to administrative empowerment among workers in the Youth Welfare Department at Menoufia University.

- Identifying legislative obstacles to administrative empowerment among workers in the Youth Welfare Department at Menoufia University.

The researchers used the descriptive approach on a sample in the Central Youth Welfare Department and sub-departments at Menoufia University. The most important results were • Leaders at higher administrative levels do not delegate authority to lower administrative levels at the required level according to the nature and volume of work.

• Lack of interest in improving performance and quality through oversight and defining responsibility and tasks within the administrative work.

• The Youth Welfare Department does not have sufficient capacity to use the various appropriate means of communication for all beneficiaries and dealers.
